She is an alien biomechanical android. She was created by an organization called THEM as number 515 in a large series of robots created for various purposes. Her main purpose was to come to Earth and overpower, basically (who'd have thought?!). But there was more than that; in addition to taking Earth, she was also an experiment in replicating a human personality.
She betrayed THEM as soon as she reached Earth, and came to reside in Lily's home.
In the beginning she knows nothing about human tendencies and cannot express emotion, and is prone to violent outbursts. However as time goes on and she observes more, she begins to learn how to act. She grows very attached to Lily.

For fighting, she can take matter from her surroundings and use it to form armor and weapons according to parameters she's programmed with. Her red eye has another iris on the back. This iris allows her to see a much greater range of the electromagnetic spectrum than her normal eyes can (she would have to switch from visible light to infrared to ultraviolet etc., but the special iris can see all those at once).

Her name SISSUMI is gibberish. Her manufacturing code is "515.su.m1" (515 is her number, "su" stands for "special unit" which means she is made for a specific task, and "m1" means "make 1" which means she is the first version of unit 515, and she will be the only version because "special units" are not made for mass-production). So, when asked who she was by Lily, she just transferred her manufacturing code into english lettering.
